Pig raisers/farmers affected with African Swine Fever (ASF) were given assistance by our City Mayor Sara Duterte through the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantage/Displaced Workers (TUPAD) Program. Tupad is a community based package of assistance that provides emergency employment for displaced workers, underemployed and unemployed poor. From the DOLE, fund is being downloaded to the Local Government Unit (LGU) through the Public Employment Service Office (PESO). The PESO, headed by Ms. Lilibeth Pantinople, identifies the beneficiaries with the approval of the Barangay Officials concern. After the identification and validation, the DOLE and PESO conducted the orientation. The PESO, City Social Services and Development Office (CSSDO) and the Barangay Health Workers took care of the monitoring of inputs, collection and submission of the Daily Time Record (DTR).
Each beneficiaries were paid Php 396.00 for a day’s work for 30 days that is equivalent to Php 11,880. The Barangays affected with African Swine Fever (ASF) disease were Barangay Dominga, Barangay Lamanan and Barangay Inayangan in Calinan District.
The first payout was made last April 13, 2020 for the three barangays by the Pay Masters from the City Treasurer’s Office (CTO) together with the personnel from DOLE , PESO, City Veterinarian’s Office (CVO) and some police escorts. The group was headed by Mr. Norman Baloro, Presidential Commission for Urban Poor (PUCP) Commissioner and TUPAD Focal Person. The pay out was completed on April 29, 2020 for the beneficiaries in Brgy. Dominga and Brgy. Lamana and on May 8, 2020 for the beneficiaries in Brgy Inayangan.
In summary, the total amount and the number of TUPAD beneficiaries were the following: Barangay Dominga – 81 beneficiaries amounted to Php 962,280.00; Barangay Lamanan – 20 beneficiaries amounted to Php 237,600.00; and Barangay Inayangan – 100 beneficiaries amounted to Php 1,188,000.00
